Bill was born on November 12, 1960. He was preceded in death by his father, William L. Carter, Sr. Bill is survived by his mother, Patricia K. Wilson Gailey and step-father, Ivan Gaily.
In addition to his mother and step-father, Bill is survived by his son, Joshua Carter.
